It all makes sense now. Nuno probably agreed to go to Spurs when he left Wolves - if not before - but then the subject turns to who is percieved to be the man who sold Kane.
Levy knows it would make him a potential target and wants Nuno or the DOF to take the blame. DOF wants Nuno or Levy to do so. Nuno twigs that the DOF and Levy won't take responsibility. If he just signs after leaving Wolves, and then Kane leaves, it'll look like it was his decision.
Nuno's not that fucking daft. So he demurs. Can't be arsed any more.
So Levy looks at the DOF, and the DOF starts shaking the tree, talking to anyone who might be a good patsy.
Manager after manager runs straight to the press because they know what it's all about.
They get publicity and maybe even an actual offer from Spurs that they can use to negotiate in the future.
It all turns into a farce around the time Gattuso turns them down.
Levy looks like an idiot. Kane is now unhappy, and a bad tournament lowers his valuation.
Spurs have to go back to Nuno, who will want it done before he joins... And hey presto - City strike - holding a much stronger hand than at the start. There's now a time pressure on the deal. Levy's trick of waiting all summer is out of the window.
And it will come as a relief and a boost to Kane, who was getting criticised for his form. A nice way for future employer to start the relationship.
