They haven't had numbers yet. It looks to me like the only people listed are the ones who've officially played for City before and received one. This is why Marlos Moreno and Zinchenko aren't listed as well.

Don't think Jesus is our player yet. I know it's been confirmed but I think it's a future deal rather than us buying then loaning back, can anyone confirm if this is right?

The website didn't confirm one way or the other, but it's very likely he was signed officially as of July 1 and then loaned back to Palmeiras.

The 19-year old has signed for Manchester City FC despite strong interest from some of the biggest clubs in the world. He will join the team in January 2017, with a contract that runs until the end of the 2020/21 season. He will remain at Palmeiras until December 2016.

Either way, he hasn't been a part of any City team yet to receive a number so for the purposes of this list, he is not reflected.

The fact that Jesus signed a 4.5 year deal suggests he isn't a City player yet.

I know mate, but I'm wondering why the others are not. I can understand Jesus, but not Zinchenko

They put out the squad list on the Premier League site and Zinchenko and Moreno are listed as U21 players in the squad (as are the other U21 loanees). Gabriel Jesus is not listed so those assuming he simply hasn't transferred yet are probably correct. Again, the lack of inclusion on the number list is simply because these players have never received a number from City. Nothing more than that.
