Well technically he didn't actually remove it....May or may not have done, but wouldn't have needed it specifically. The exact same protection applies by default to any tree within a conservation bit.
It is a 20k fine for removing a tree under protection of either a preservation order or conservation area. Just the tree alone, but then see above possibly beyond that.
