If it was a dead cert bookies wouldnt give any odds.

Not strictly true. Can't believe nobody has mentioned 'laying off' bets.
Bookies don't just take bets, they make bets. What's the harm with leaving the betting open at 1/25 when you can lay it off with Paddy Power at 1/10?
Does look good though, and those people who say the bookies know nothing are completely wrong.
