Because, for the deal to be nailed on, several agreements and signatures are needed, eg.
1.Contract between Joorabchian and City for the player's registration
2.Players contract for wages, bonuses etc.
3.Transfer of registration from United to City
The first two could be agreed, and signed, in advance (Tevez has been free to talk to other clubs since January) but as they are all dependent on each other it is more likely that the written agreements would be completed at the same time. The registration transfer cannot be signed until 1st July.
I suspect City have a verbal agreement with Joorabchian on 1, and agreement for Joorabchian to recommend personal terms to Tevez - bit that nothing will be signed until he is a free agent.

Thanks mate- this seems the most realistic scenario but as someone pointed out yesterday, would Kia really let his best asset play in the internationals without having him preliminary signed up to a club? What happens if he broke his leg? Maybe Kia's insurance would cover this and maybe I'm reading into it too much. I just can't see Kia wanting to wait until Tevez's loan is officially over before signing anything as surely this gives him less bartering power as isn't Tevez then officially a free agent (albeit still owned by Kia's company)?
