If they ride near the kerb they risk not being seen as easily by cars joining traffic from side roads. A cyclist has the right to use 100% of the road for their safety. If they don't feel it is safe to "move over" then they are under no obligation to do so. This is what is taught in cycle proficiency training (you know, the training most anti-cyclists always like to bring up).
