There's no combination of results that leaves all 3 teams on the same number of points, as Liverpool can't get 2 points from their game and Arsenal can't get more than 3. Pretty sure it would be a mini league of head to head or a 3 team round robin playoff.Can it be a 3 way tie if so what happens then ?

if City and Arsenal finish on level points, with the same goals scored and the same GD, do they have to have a playoff??
Now premier league rule states that, "If at the end of the Season, either the League Champions or the Clubs to be relegated or the question of qualification for other competitions cannot be determined because 2 or more Clubs are equal on points, goal difference and goals scored, the Clubs concerned shall play off one or more deciding League Matches on neutral grounds, the format, timing and venue of which shall be determined by the Board."
