The BIG 6

If you are referring to "your graph" then you`ve not understood the context of the OP and Beebs quotes, which clearly means breaking into the previous top 6 PL positions and NOTHING at all to do with finances.
"The 'Big Six' of the Premier League - Arsenal, Chelsea, Liverpool, Manchester City, Manchester United and Tottenham - have claimed the top six as their own for the past three seasons.

Doesn't the quote in bold make it clear that it's NOT just about the top six places?

The "Big Six" ... have claimed the top six [places]

If it meant the top six it would be like saying the Premier League winners always claim top spot - a totally redundant statement, so "big" has to refer to something else. The Big Six are pretty much the only clubs regularly reaching finals, qualifying for the Champions League etc. We all know money buys success, and there's a clear jump from those six clubs to the rest - Big Six makes sense.

Even with United doing poorly recently, they still have a runners up spot in the PL, FA Cup win and runners up, Europa League and League Cup in the last few seasons. Since they last won the league they've played in the CL four out of six seasons. Let's just enjoy the fact that the richest club in the PL is now the littlest of the Big Six.

It refers to be the Big 6 based on PL positions over the last few years.
Nothing more ... nothing less.
