He sings in a flat, atonal voice that I don't like. It's as simple as that.
And I like it because it’s unique and instantly only him. Signature vocalist. I do think in general Brits overrate Bowie some, maybe because he didn’t have the cultural influence in the States he did in the UK. Still, as a teenager most of my friends owned ChangesOneBowie — check that, ALL of them did!

Agreed he wasn't the greatest singer but what a genius of a songwriter.
Sometimes though I think he did that flat thing on purpose for the effect of the song. In his early big hit Space Odyssey he sang more conventionally in a kind of Syd Barret voice. I like how great songwriters can change their voice, Neil Young sings in that delicate disinterested way in his hypnotic acoustic songs like Will To Love, The Old Laughing Lady, The Old Homestead etc. McCartney (and Lennon) did it well also, compare his voice on Lady Madonna and then on here There & Everywhere.
