So even if you don’t want to attribute any positive contribution to Johnson, the fact that he had a different view from Starmer meant that the speed of the rollout was faster.
As for the Durham thing, Durham police did have a different view from me, but he was lucky to avoid being fined given the evidence presented by several people who attended the curry and beer, sorry, work event.
