I'm sure it was brought in to get more revenue by getting money from more people rather than the rates where a household paid one bill for the property. The single household discount made it fairer (might even have been 50%) but now they want to scrap the bloody discount, It just isn't fair and many of those losing out will be widows or widowers...The CT is a tax by councils to pay for local amenities. (Parks, street lighting, bin collections, libraries etc) Whether there be one or more in the home is irrelevant for this particular tax
