same happened in the 70's on the car park behind Rotters (old Gaumont cinema) on Oxford Rd.......Bloke gave a raffle ticket out and charged anyone entering the FREE car park. I pulled him about it when he tried charging me one Sat night and he just smiled and slapped his leather satchel full of cash. KERCHING.

It still goes on in town with guys getting tickets off people as they leave with time left on and sell to next driver cheap.
