I suppose the obligation to buy with Couto doesn't stop it being a loan in terms of these rules.

Well, tricky question. So I checked Chelsea's players out on loan last season, 15 altogether:

11 of those 15 were NOT club trained.
10 of 15 were born 2002 or younger, so U21 then.
Only 4 of 15 were BOTH club trained AND U21.

As a consequence, all players must be exempt that are club trained OR U21. FIFA wording is:

"Players aged 21 and younger and club-trained players will be exempt from these limitations.

And it makes sense, as FIFA wanted to avoid hoarding of players in loan armies instead of developing them in a local academy.
Chelsea mostly sent kids directly on loan,
City mostly kept them in EDS til they qualify as club trained before making loans to get more minutes. In that way FIFA reward clubs to produce club trained kids to be exempt from the loan player list later on.

For us it now would mean that:

Cancelo, Phillips, Couto, Kaboré and Stevanovic would be one of max 6 loan players,

JWE and Knight would be exempt as club trained,

and Perrone and Kayky might be exempt - if they are U21 per definition, as they are born in 2003
but already have turned 21 in the just finished season. Are they under 21?

Worst case we would have to get 1 player off the list,
and maybe the case is closed if Kaboré leaves on a permanent.

Thanks. It's annoying that FIFA's own wording seems to be ambigous across different statements. Here are FIFA's official Regulations on the Status and Transfer of Players, June 2024 Edition:

10. Loan of professionals

[...]


6. The following limitations apply from 1 July 2024:
a) a club may have a maximum of six professionals loaned out at any given time during a season;
b) a club may have a maximum of six professionals loaned in at any given time during a season.
7. The loan of a professional will be exempt from the above limitations if:
a) the loan occurs before the end of the season of the former club in which the professional turns 21; and
b) the professional is a club-trained player with the former club.

Even clearer, the "Commentary on the Regulations on the Status and Transfer of Players" from Nov 2023 mentions the following:

To promote the development of young players, an exception is specifically provided for players that: (i) are loaned out prior to the end of the season of their parent club in which they turn 21; and (ii) are “club-trained players”
with the parent club. These conditions are cumulative, and must both be met for the loan of the player to be excluded from the calculations for the parent club (i.e. players loaned out) and the new club (i.e. players loaned in).

One thing to add, the FIFA regulations only govern international loans, "the transfer (including loans) of players between clubs belonging to the same association is governed by specific regulations issued by the association concerned".

For the Chelsea loanees, it means that only the following had to be fit into the 7 international loan spots. The others were all FA-internal loans, apart form Webster and Bergstrom, who are u21 club-trained.

Lukaku, Kepa, Slonina, Gabriel, Ziyech, Fofana (first half), Moreira (first half), Santos (second half), Maatsen (second half)

Which is exactly last season's limit of 7 at any given time.

For us it means that we can loan more than 6 players if some of them are loaned to club within the Prem or EFL system.
