I don't believe there's an agenda (but there's bound to be corruption somewhere, as in all walks of life). What is obvious is that a lot of refs are afraid to make the big decisions against certain teams. For years it has been the Rags and recently it's been the Dippers.
In general, I don't think City fall into that category; in fact I think we are quite harshly treated. If you look at the Fair Play League, we've had more yellow and red cards this season than all bar Sunderland - Liverpool have the least, apart from Cardiff. I certainly wouldn't describe us as a dirty team.
Agenda, no; unconscious bias, yes!
