What is stopping a team continuously wasting time by repeatedly taking a short goal kick that the defender plays inside the penalty area meaning a retake?

What is stopping a team continuously wasting time by repeatedly taking a short goal kick that the defender plays inside the penalty area meaning a retake?

How about a warning for the first time, then a booking for the second time he does it? If a second player takes over, a booking for the FIRST time he does it.

That, of course, would never happen if Michael "the Bottler" Oliver was in charge - unless it was a City player!
