It was a flippant comment.Who can’t do fireworks?
Just something I read elsewhere about Illinois, it didn't say they were banned, just restricted.

We (Buckinghamshire) endure that from the middle of October till after new year, and pretty much any religious festival of any denomination, in fact even tonight there were fireworks at sunset (I haven't checked the local news to see if it was a mass shooting ;-) but have assumed it wasn't).
