Seems a strange thing to do to a much coverted coach after his first season?
I think this is how Bayern Munich works. The board (Rummenigge, Hoeness et al) decide who they buy and sell, the coach is .. well a coach, not a manager in the english sense. They will consult with their coach off course, but the decision is theirs. I think this was also one important reason why Pep left Bayern. He wants more control, and I presume he will have that with City.
Kroos was never completely appreciated by the board, so they did not want to pay him at the level of their other stars, so he left.
 
Ah, that would explain it (sort of), I wonder why a new contract wasn't forthcoming from Bayern?

Bayerns board bet on Götze being the poster boy of German football and so they gave him a huge salary when they tempted him away from Dortmund - €7m per year.

Kroos felt that he deserved the same amount given he was both a better player and a loyal Bayern player who'd put in 7 years at the club. But instead they offered him something like €5.5 or €6m and he decided to take up Real Madrids offer of €11m instead.

Guardiola was apparently pretty furious, especially as he never asked for Götze in the first place.
 
Real Madrid would be absolutely crazy - I'm talking writing poems on the wall with shit levels of lunacy - to let him go.

I'm only hoping and praying we can swoop if they are that bonkers.
