I think this is how Bayern Munich works. The board (Rummenigge, Hoeness et al) decide who they buy and sell, the coach is .. well a coach, not a manager in the english sense. They will consult with their coach off course, but the decision is theirs. I think this was also one important reason why Pep left Bayern. He wants more control, and I presume he will have that with City.Thanks ;)
