If they did, they're talking nonsense - the kind you'd call out immediately, I'm sure, if such an accusation was made against City. Neither Spurs nor the FA nor anyone else has the authority to tell a lowly, cash strapped club to spend what, for them, is a small fortune on their pitch. The following is not from nameless, ill informed "pundits" spouting deliberately sensationalised 4th hand "info". It's straight from the horse's mouth...…….from the chairman of Rochdale himself:

The pitch before we started re-laying it was as potentially damaging to us as any visiting opposition. In fact this is the second time we have had to relay it in a year. Think the premier rule that a club can only play at 2 stadiums in a season is a wierd one and why we playing at Wembley not at another clubs ground
Don't underestimate us, we are very capable playing long when it's needed.With the pitch being like it is I can see it suiting Spurs as they will play direct up to Kane so I reckon a draw.
Very annoying though as we'd beat them on a regular pitch.
