The panel were also asked to review an incident involving Manchester City’s Yaya Toure during the game against Norwich City on Saturday 8 February 2014. In this instance, the panel were not of the unanimous decision that it was an act of violent conduct.

So basically 1 member of the panel is a fucking Rag or Chelsea fan

Could be 2.

Unanimous means all 3 have to agree. A 2-1 majority does not apply.

What is the procedure, who actually asks the panel to review incidents?

Re: YAYA SAFE. nice 1

Now fuck off Jose you complete and utter cuntflap. So sick of this prick piping up and voicing his opinion of every little detail about our club in the hope of derailing our season. I think it's time City and Pellegrini stopped being so passive and actually gave some back to the ****. And to think people on here wanted him as our manager.

FA wait for report, if referee says they saw but did not see extent or did not see, they instruct panel.

Panel of 3 ex-referees.

All 3 agree it was violent conduct -> charge
any other event -> no charge
