There's way too much i don't know to be able give any kind of reasoned response.
What's the council's view?
What's the FA/PL view - since they must be aware of 'persistent standing' at every PL ground every week?
What's CIty;s aim in different parts of the ground? (not a question i'd be a fan of, but with Lvl 2 getting kitted out, Family stand etc the club are trying to segment parts of the ground for different 'types' of fans)
Personally i'd allow standing at football - but that's because i do it every week and i'm probably being a bit selfish. Perhaps say, for our ground, Lvl 1 can stand during play, Lvl2 and 3 can't?

And you've obviously taken it personally, you've just compared the Head of Security at a Football Club to Hitler. He must have been going off information he had been provided with, which is all he or any decent manager at any level can do.

I know youre not mate, the problem is that people in SS and 110/111 moved to a part of the ground where they knew standing would be accepted, 109 was never part of that agreement, and whilst there's one person in 109 which wants to sit, then the rules should be enforced imo. They bought their ticket expecting to be able to sit to watch their club.
