Yes, but they can get a warrant if they believe there is enough evidence (3000 prosecutions per week remember). If I were a mean spirited, selfish, greedy and vindictive person it'd really please me if people were forced by the criminal law system to help me pay for non-essential things I like to buy, like a City season ticket, beer, curry etc, and that they were severely punished if they failed to come up with the cash.

I don't mind, via the tax system, helping others to buy necessities like housing and food if they really can't afford them, but I've yet to hear a convincing argument as to why I should have to help dismal brain dead telly addicts to fund their regular rations of Eastenders, Casualty and celebrity ballroom dancing.
Well if you dont have a TV or at the very least the aerial connected you dont have to buy a TV licence if you yourself watch the TV and are dismal and brain dead also you have to pay.
