True, but if we assume that it's about 'developing' players, instead, then why isn't the team full of excellent ball players ?

It should be about developing a winning mentality surely? Then, should the seniors get to a semi final again they might know what it takes to win. Bit like City winning the FA cup in 2011 enabled us to go on and win the PL the following year.
