Sorry about that but it refers to the way that Governments of major oil producers run their countries.
Simply no need for various forms of taxation in some countries eg Saudi, AD, etc because a surplus budget allows its various costs to operate without the need to raise extra cash via taxation.

Money from those oil producers has gone untaxed to buy say City and PSG which could be seen as an advantage by others who have bought into elite football clubs.

It was pointed out to me that this tax advantage was the same City and PSG.

To be clear I am and have been a City supporter for 70+ years since my dad took me to Maine Road and insisted my colour is blue ctid.

There’s only one correct way of spelling a proper noun for a country in English. It’s Qatar. It’s 100% not Quatar or Q’atar.
