You're right. Let's look at this objectively. Liverpool last won the title in 1990 when....
Chelsea - winners of five Premier League Titles, were in their second season out of Division Two. Received investment from Abramovich
City - winners of four Premier League titles were in our first season out of Division Two. Subsequently dropped to third tier before having success. Received investment from Sheikh Mansoor.
Blackburn Rovers - One Premier league title, still in Division Two in 1990. Liverpool supporters danced in the aisles when Dalglish's Rovers team, who had received investment from Jack Walker, beat United on the last day of 1995 season.
Leicester City - One Premier league title - were in Division Two, and bounced between Prem and Championship in subsequent years. Received investment from Thai businessman (not going to attempt to mums-spell his name. RIP)
Leeds - were in Division Two, won the last First Division title played a role in the first 12 years or so of the Prem, before being Relegated. We know the rest of the tale.
United and Arsenal were already in the Top Flight as we know, and had won the lions share of Prem titles between them. Rags received investment from Edwards, then Glazers after Murdoch bid failed. Arsenal received Investment from Danny Fizsman (SP?) and Usmanov/Kroenke subsequently.
Newcastle (Hall & Ashley) Middlesborough (Gibson) Portsmouth, Villa, Brum West Ham have also received some investment but have not had success...like Liverpool, who had the Moore's, and then the first group of Americans who were almost ousted before Liverpool supporters appealed for Dubai investment, prior to FSG buying them 48 hours before entering administration.
