UEFA website mentions 23k out of 30k capacity being available to "fans and general public". Does that include the 10k allocation for each club? So only ~3k on open sale through UEFA?

Yes it does but if both clubs take less than 10k the number UEFA sell will be higher
 
I didn’t bother to apply for an access code but now I’m thinking about going to the game. Does anyone know if I’ll be able to get a ticket ?

There will be plenty who got access codes who weren’t sure whether they wanted to go. I’m sure someone on here will let you have their’s if they’re not going.
