I think the term Russian has been used to accommodate all peoples in the Soviet Union, although not strictly correct.

Maybe. I think prior to 1918 especially, people born in Ukraine would have internationally known as Russian.

Prokofiev was born in present day Ukraine but when he was born it was part of the pre-1917 Russian Empire
