No an NHS cleaner on £12 is not a minimum wage job.

It's a low paid job but it isn't minimum wage.

UK Minimum wage is £10.42.

Most of the people you are talking about don't have cars. It would be unaffordable for them to have both a car and housing within the M25 or just outside it.

There will be plenty of people with cars on low wages. There will even be people that have to use their vehicles on crap wages like carers !
 
You'd be picking up a lot of cars that are rarely driven, or aren't driven anywhere near areas with high levels of pollution. Staggering it in the way you suggest would also slow things down a lot - which makes sense if it's the whole country, but it's better to target the areas in most need.

Cars which wouldn't pass the ULEZ criteria might drop in value after August, but they'll still be worth buying for people in most other areas of the UK. If we have a countrywide scheme, then you're going to need a huge scrappage scheme, as some of those diesels will be viable drives for a couple of decades in low pollution areas.
In a few years they are banning the sale of fossil fuel vehicles anyway, and the whole country is supposed to be 'goi g green'.

What about running the systems, that doesn't come cheap either. So a few scrappage schemes, and adjusting the emissions section over time would do the trick nicely. The government managed it a few years ago when they wanted to move metal because sales were down !

The Tories are already getting cold feet about the move to only new electric vehicles, which doesn't involve a single person having to sell their car. Given that they pushed for ULEZ and are now using it against Labour, the politics of introducing a nationwide scheme would be much, much more difficult.
