The reason Utd are having problems is because they don't have a "Director of Football Role" - not necessarily above the manager but the head of a team, including scouts, responsible for identifying and then bringing on board tallant.
Most of the best players in the world are on long term contracts and it takes a lot to capture them. Unless you are into long term planning this doesn't come cheap. You have to pay to get the club to listen to an offer AND you have to convince the player that there future is at their club, I can't see any one at Bayern Munich, Real Madrid or Barcelona wanting to leave their current clubs unless the offer is incredible.
Then there are agents to deal with - the main reason why the old school manager model no longer works.
I used to think the Old School manager role was the right one, but with Agents it just doesn't work anymore.
