Oh ok it was just petulance, there was me thinking Lukaku kicked an opposition player in the bollocks.
 
attempting to kick someone is a sending off doesn't matter if they hit them or not either. The FA think so as well so the ref must have said he'd have sent him off if he'd seen it. So I'm expecting a 3 game ban

Yet another example of how a certain team has the rules applied to them and are reffed very differently, compared to everyone else.

The last bit - I don't think the laws say that.
Attempting to kick an opponent is however a direct freekick offence.
