At the start of play the rags were 1 point behind Southampton and 2 points behind Birmingham. These were the only three teams which could be relegated. Both Southampton and Birmingham won on that day (my birthday - what a present!) so the rags result was an irrelevance. Even ordering the game to be replayed, or imposing a three point deduction on City would not have saved the rag bacon. And there was an additional problem because in the sixth round of the FA cup that season Newcastle fans that season had rioted when their team went 3-1 behind to Forest at St James Park. Two Forest players and 20-odd spectators were injured but the ref took the players off, the crowd dispersed and the game was restarted so that Newcastle fans weren't rewarded for a riot. The irony was that Newcastle came back to win. A replay was ordered but this ended 0-0 at Goodison. A second replay, again at Goodison, ended in a 1-0 win for Newcastle, who were only beaten by Liverpool in the final. The FA's inept handling of the affair was condemned widely and the belief that the FA had actually rewarded a set of fans for hooliganism was widespread and made it difficult to make any concessions to any other hooligans (especially when it could do them no good!).
