Why was the rags goal not disallowed for handball? They say "because a Brighton player touched it last", but I don't get the rule. Surely the whistle should go as soon as the handball occurs?

I wish they'd just clear it up by saying any handball is a free kick to the opposition, as it would be anywhere else on the pitch.
