I think they’re ok to both play:

Currently, there are no domestic crossovers among CFG clubs, with 13 different leagues featuring a club owned or in partnership with the group.

However, the detail of the ownership is a crucial factor, with CFG retaining a non-majority (sub-50%) stake in Girona, which is not a point of contention for UEFA.

Girona applied for a UEFA licence to compete in European club competitions at the end of last season — as they narrowly missed out on a UEFA Europa Conference League qualification spot — and they were granted permission by the governing body.
UEFA rules: if you 100% own one club you can own 30% of another without restriction. You can own up to 50% of a second club provided you do not take part in significant football decisions of that club.
CFG have been careful not to risk infringement of this rule. No problem for City or any other Euro club.

When you compare a standard £40 fine to a minimum wage workers weekly earnings, then compare 5% of that cars worth to his weekly earnings.. the minimum wage earner is still getting far more harshly punished.

Under your proposal a minimum wage earner would have to be driving a car worth no more than about £200 in order for it to be a fair and equitable punishment!
Maths has left the building.
