There's no bet about it.
They can always claim that it's a "minor breach" of the rules.
Ineos have to own thirty percent of the club for that to work, so far they don't.

Anyway, and no disrespect intended, but city aren't really in the position to bemoan cheating
 
That money was earmarked for Stadium improvements so either the Glazers put their hands in their pockets or Scruffy Jim "loans" them the money, not sure if that would be legal but the Glazers are quite adept at borrowing money and leveraging it against club
That £200 million was in exchange for another tranche of shares taking Scruffy to just above 30% which is the UEFA limit. He also has the footballing rights at OT so he does have a big influence.
