That does not mean they were classified as secret, it means they were protectively marked (most likely controlled unclassified). In fact there is absolutely no chance they were secret because anything actually classified as secret would have been on its own secure network, not on a standard government server free to be emailed out to a private email address not on the secure network. Anyone even slightly familiar with how secret documentation is controlled would know this.
