Exactly what I said when it happened, do they want the player or players to have more than one touch before the new phase is applicable? If Mings doesn't make an attempt but the ball brushes him it's off, that categorically wasn't.It's fucking ridiculous, it's clear enough that when Mings plays the ball it's a new phase of play and Rodri is onside.
