i think letting those who want to leave at 13 or 14 would be better. combining school with training/apprenticeship.

Not a bad idea as such, but when they raised the benefit level age from 16 to 18 back in 1986 they were supposed to guarantee every young person training or apprenticeship. But it didn't happen.

I don't follow, if you're 42 for example but haven't passed your 'o' level standard and you're not allowed to work, nor recieve benefits what do you do? Live off your parents state pension (or is this classed benefits also)?
