The pool of home grown talent is small and costly and every PL club is chasing it. We are already three places short in our PL & EL squads because of the shortage of club trained talent.
Our own academy hasn't produced players likely to contest a first team place next season other than Guidetti, who is still very young. Boyata, Weiss, McGivern, Cunningham etc all look to be on their way out of the club pretty soon.
Recruiting some good young home grown players should be a priority - Sturridge? Bale? - as I said the list of who would gain a place in our team on merit is very short - look at the England team!
I don't think Milner will go anywhere but yeah, Johnson may and I wouldn't blame the club if they cashed in on him while he still has some value. Guidetti and Razak can both be counted as homegrown I think but only when they reach 21.
As for signings to fill the quota? Jack Rodwell and Joe Allen are two good players who might fit in here. If Rodwell can stay fit I think he could become one of the best English players of his generation, he's better than Phil Beckenbauer Jones but keeps getting injuries which is why no one has taken a punt on him yet (United almost have several times).
