Because they don't want the job - they don't want to implement ideas and decisions and take responsibility for them - much much easier to be outside the tent threatening to piss in to it if the PM doesn't bow to your wishes
 
Really hope Mogg has a lot of be shit that's going to cover him like a great diarrhoea fountain.

In a few years maybe he'll be remembered in the same way as that other great parliamentarian Keith vaz, with a snigger at his sordid antics.

Power is a means to money for the current bunch.

It's just a feeding frenzy.

Every minister, PPS, etc gets a big fat guaranteed minimum even if they only last a day.

Expenses and grace-or-favour, naturally.

Honours being lined up.

Access, influence. Deals for everything that comes with office and proximity to celebrity and the establishment.

Jobs with publishers and so on for dropping stories. Books to be written. Appointments and joint ventures, business deals, non-exec directorships, quango appts.

It's similair to the end of the Major administration.

People understood then, that they had been in charge for too long, and learned to game the system for all it was worth.
