Who's going to be the new regular Penalty Taker?

I'd just like to see the pens taken by the person most likely to succeed and not by the striker who either (a) wants to increase his tally or (b) wants to restore lost confidence.

Incidentally I recall (a few years back) Hargreaves being described as the best penalty taker in the England squad. Not saying much mind...
