Why haven’t Manchester City become the "super club" they should be?

Too many people at the club bulging their own bank accounts while doing an average job I'm afraid. The anti Abramovich route on paper looked good. I think our owner should have been more demanding of those involved in the day to day running of the club. Transfers have been shocking in general.
 
Recruitment policy from 2012 until last summer has been overall very poor.

I also think post Mancini we tried and are still trying to turn ourselves into the next evolution of the Ajax to Barcelona and then hopefully eventually to City progression of a total football/ holistic sort of club
 
We have not become the "super" club because we have not been allowed to by UEFA , F.A. , Premier League and the media , you can look at FFP , bent champ league draws , Premier fixture scheduling , a dozen FA Cup away draws on the trot , the continued witchhunt of our players , owners , managers , supporters by the media to satisfy their cash cow traditional top four.
Really surprised we have achieved what we have , as the new kids on the block / upstarts it was always going to be uphill , the established clubs in Europe and England have done everything to sway support against our club , but i take heart in the fact everytime we finish above the Rags everytime we stuff them everytime the Dippers miss out on europe it hurts millions finanically and morally and long may it continue , fuck european elite and fuck the big four , we are here to stay.
 
Wtf is " super"? Define super.

I'll have a go. A team that wins something pretty much every season (either the league, a cup or Europe), or occasionally a double.
Plus, is seen in the media as majorly newsworthy and generally portrayed in a positive light, because even thick hacks cannot argue with success.

Basically, we need to be winning silverware every season, or at least 3 or 4 out of 5 seasons.

In my opinion, the reason we haven't is because of too many second rate transfers. We just don't sign enough top quality players. I think we're turning this around now, Sané, Jesus, Stones and Sterling were all good signings. Nolito, Delph and Gundogan, not so much, nor Otamendi. We just have to show real ambition and go for the best, like Chelsea and Real do.

So a title given by media?
 
The league is more competitive now, but when was the last time the PL genuinely had a team to match Real Madrid, Barcelona or Bayern Munich? Even when Chelsea won the CL, it was more of an underdog story. I'd argue the rags' last win was the last time you can say that an English team was genuinely the best team in Europe. PL teams are typically happy having 1 or 2 world class players. The best teams have world class players throughout the team.

One of Bayern, Real or Barcelona has been in the CL final every year for the last 9 years. We've had just three English teams in the final in the same time, and in two of those, it was pretty comfortable for the eventual winners.
