It has led to the Public Services, and those in the Private Sector contracted, going all out to meet those targets and nothing else. There is no foundation or real substance to the deliverance of anything approaching real results or quality. It's all a load of shite but some buy it.
i remember the birth of the 'customer charter' in the job centre. Big signs everywhere full of promises and ancronyms. The one that said 'we will serve you in 2mins' kept me amused for hours.
The modern equivelant is the council website full of non-existent emergency numbers, un-monitored 'report a problem' links and computer generated e-mail 'replies' that achieve precisely fuck all apart from hitting a target. And don't get me started on the online housing register forms.
