But gives us serious problems squad wise. Assuming we get the names we are linked with (Stones, Rulli, Sané, Peres) and the players expected leave (Kolarov, Willy, Zaba)
We've got 3 too many foreign players by my count.

In the PL players under 21 simply don't have to be registered full stop. For the CL they need to have been trained at the club for 3 years prior to their 21st birthday before they can be considered h/g and therefore exempt from registration. Zinchenko would have to be registered in the CL like Kelechi was last season.

Not exactly - players under 21 have to be at a club for 2 years before they qualify for the u21 (B) List and don't need to be registered.
Homegrown and club trained status is completely separate to the u21 list. Homegrown players are registered, just as Homegrown players. You get 4 club trained HG slots, 4 association trained slots and 17 foreign player slots.
I have the squad looking something like this at the moment:
