Yes they will base the penalty off the finishing position of the grid. If driver A finishes 6th and driver B finishes 9th and they both get 15 place penalties, A starts higher up in the 19th position and B would start 20th.If 2 drivers both get 15 place engine penalties then they don't both start 20th, one of them has to start 19th. So Bottas gets his 3 places, Max gets his 5 and Bottas gets bumped up 1 as his penalty gets applied first.
They've effectively given Bottas his 3 places, then give him another 1 to bump Sainz above him which means there's now 4 cars who placed behind him who are now in front of him, so he's had an extra place penalty.

Alonso has too much respect for him, as shown in Hungary imo. It's Gasly in the other Red Bull torpedo that's the bigger danger methinks.need to watch out for Alonso punting Lewis off .
