Registered yes.
On the books for 2015-16 not necessarily.
Remember, UEFA's financial year goes from 1st July to 30th June and so it is the official time period for FFP accounts as well.
City were shafted last summer and don't want to give UEFA ANY possibility of fecking us over again - especially as the MCFC transfer budget was right up against the agreed limit for season 2014-15. We could only sign Bony after confirming in writing that the Cast-Iron conditions for Negrado's permanent transfer to Valencia had been met (with sufficient funds coming from Valencia to MCFC when the playing season had concluded).

You are wrong here mate.

City's year end is the 31st May.

Regardless of Uefa's financial year we are judged on the figures in our annual accounts which run to the end of May. Whatever the reason for not signing anyone yet what you have stated isn't it.
 
Unal this week, the rest in the next couple of weeks. Hope so anyway as I'm away on a residential this week and will have very little time to follow what's happening at City.

Surely we're under sanction until UEFA say we aren't, which is after we've complied with the sanctions they set. They should know by now that we met the first targets, of a maximum allowable €20m loss for the 2014 financial year, but may require further evidence of us meeting the wage bill sanction. Or maybe they're checking the second year of sanctions that we had to meet in the 2015 financial year just ended?
 
I just hope this isn't another summer where our targets are players like Pogba, de Bruyne and Sterling but we end up with Delph, Fabinho and god knows who
