Yes, but once they play at the new stadium this season it creates an unlevel playing field.Initially, yes. But they have since been given dispensation to play further games at Wembley. If there comes a point that they are told that they must either stay at Wembley for the remainder of the season or move to the new stadium with immediate effect, and if they then refuse to or are unable to comply with that order, only then will they be in breach of any rule and special dispensation.

Actually, PL and FA rules are quite strict about using only one home ground, which was my point.Perhaps. But, thankfully, it's not as if Spurs have unexpectedly dropped points at home thus far as a consequence of playing at Wembley rather than new WHL.
Regardless, so long as Spurs don't play home games at a stadium for which they don't have permission then, to get back to your original point, they cannot be docked points.

Think I've already explained that Spurs fans are sick of Wembley and the mismanagement of ticket rearrangements. Not wholly unlike City fans staying away from CL games because of their contempt for UEFA.

Rules are rules mate, once spurs leave Wembley it's open to challenge.The rules are designed to prevent clubs from cherry picking games to play at a bigger stadium. Clearly that is not what is happening in this instance. These are special circumstances so Spurs have special dispensation.
