For me, this is the point. A goal has never been scored that you couldn't disallow if you look hard enough for a reason.
This is the point I made when West Brom had a goal disallowed at Anfield last season. There were two 'grappling' offences by Liverpool players during that incident. So therefore the decision should be 'no goal-penalty'.
That is a fact, seeing as the criteria for a penalty in that game, was shown as someone mildly impeding Mo Salah as a cross sailed 5ft over his head.
They could give or not give these offences to allow or disallow as they see fit.
