You're not wrong but my experience of being outside the U.K. (for decades) has confirmed that by and large people are pig ignorant of anyone except Liverpool and United. That's just the way it is and it's also because it's pushed by local sports media. Especially true in non-English speaking countries.

From my quick look of bookie odds for the 20/21 season, there are multiple players ahead of KdB like Fernandes, Gundogan, Dias etc.

KdB was on there, but he was part of a title winning team and is widely considered the best player in the league (still had 6g and 12a in 2001 minutes, very good). So it can't be a shock that he had some odds in his favour.

I would suggest that everyone ignores the transfer odds. They are tiny betting markets so it takes very little to move the odds. Don’t forget if ever the bookies get a sniff that anyone is piling on they shut the market down very quickly.
