This is such a shit take.
Non Dom status is in theory to allow people who are not living here permanently - by definition: Non Domiciled - to not have to pay UK tax. The idea is that it allows foreign investors / visitors to come here without overly onerous tax treatment. The rules are complex but for most people to qualify you have to live here for less than 90 days a year.
How on earth can the wife of a long-standing MP now chancellor who lives in a flat in downing street qualify as 'non dom'. Everything wrong with uk tax law is summed up in this case.
It may well be legit - but it will be legit because of loopholes built into the system and friends in the right places ensuring the rules are applied in a way that benefits the rich and powerful.
Why should anyone pay double tax? I have no issue that she should pay the relevant tax in one location. As you rightly point out it’s a perfectly legitimate process and I can see no moral justification that the British should benefit to the detriment of India.
