You have to wonder what he's after and what his motivation is. I'm assuming he's content with the report itself as he authored it. It then must be that BJ's action is not what he wants. Most organisations have procedures to deal with bullying and harassment (worth noting only one of those is actually illegal), and If it's not clear that Patel has committed some gross misconduct worthy of dismissal then I'd say it's down to her management (the PM) to decide what if any sanction or reprimand is appropriate.
