The fact that they never find the culprits means they will always get off with the charges ;)

If " they never find the culprit(s) " ie the police, security staff or whoever is responsible for security then one answer is to deny them tickets for future games, and that cuts down the opportunities for their ferals to misbehave and put the lives of decent supporters at risk.

If the authorities aren't capable of " policing the security " properly then the solution is to deny them the opportunity to behave badly.

Just my opinion but their behaviour is beyond acceptable on so many occasions.
